NE India embarks on new phase of eco-development: Sena

2nd  North East India-Myanmar Business Conclave

ITANAGAR, Aug 28: “The North East India has embarked on a new phase of economic development with special incentives from the Govt. of India under the new North East Industrial and Investment Policy,” said Agriculture, Horticulture and Dairy Development Minister Setong Sena while addressing the dignitaries at a jam-packed seminar organized at Town Hall, Monywa in Maynmar today.

Sena is leading a four-member delegation from Arunachal Pradesh in the second North East India-Myanmar Business Conclave at Myanmar. The delegates include Phosum Khimhun, Parliamentary Secretary, Trade & Commerce, Tokong Pertin, Director, Trade & Commerce and Techi Lala, President, Arunachal Chamber of Commerce & Industries.

Informing that Arunachal Pradesh Govt is extremely pleased to be a partner state of East India-Myanmar Business Conclave which will enhance positivity and mutual co-operation, Sena said ‘trade is a stimulant which enhances the mechanism for growth of social, cultural and economic ties.’

“North East India is often described as the gate way to South East Asia and its markets and the entire region has a strategic importance rather than as a place which is often looked as far away from the national capital,” he added.

He further said that with India’s ‘Look East Policy’ is now slowly but firmly being implemented, such integration is just a matter of time in the near future. Sena also appreciated the Government of the Republic of Union of Myanmar and its people for the hospitality offered to all the delegates.

The second North East India-Myanmar Business Conclave is being organized by the Indian Chamber of Commerce (ICC) with the support of Indian Embassy in Yangon to strengthen the available infrastructure besides facilitating smooth operations for the traders of Northeast India and Myanmar. “Our country Myanmar is very rich in natural resources and it plays a significant role in South East Asia, yet, we still have to develop and modernize our technology, monetary policy, foreign aid and investment,”  said Sagaing region  Chief Minister U Tha Aye in his address.

He said Myanmar is trying its best to build a democratic country.  “We would proceed our democratic way, taking experiences from the developed countries as well. In this regard, we have to make economic reforms balanced with a change in political system,”  U Tha emphatically said. While inviting the Indian investors in his country, the Chief Minister called for mutual cooperation  to strengthen the bilateral relations for economic prosperity of both the country.

On August 27, Mandalay Region Chief Minister U Ye Myint welcomed the delegation at their arrival at Mandalay. While exchanging views, both Mandalay Region CM and Sena stressed on cultural exchange and more people to people contact for strengthening the ties between the two nations, which will foster economic ties to a great height. India-Myanmar relations are rooted in shared historical, ethnic, cultural and religious ties. Pangsau Pass Winter Festival is a step towards the direction where people from both the countries participate in cultural exchange and side by side get ahead with their trade.

Informing that his Govt is establishing an Industrial Park at Myingyan, 30 kms away from Mandalay, the CM of Mandalay Region invited investors from India in Agrobased Industries, IT sector, Cement Plant, Tourism. He also suggested that this historic visit should be followed by one to one meeting with the help of Consul General of India in Myanmar to finalize the investment opportunities in Mandalay Region.

M.K. Saharia, Chairman, North East chapter of ICC, Kolkata introduced the business delegation to CM.

In the evening, addressing the seminar on bilateral Trade and Investment U Myint Than, Minister of Agriculture & Forest, Govt. of Mandalay Region  said " recent visit of Indian Prime Minister Manmohan Singh to Myanmar has written a new chapter in bilateral relations.” He further said Myanmar is a democratic country now and its economic policy is being made most flexible to attract foreign investors. “I look forward for the success of this Indo- Myanmar meeting”, the Mandalay CM said while adding that India and Myanmar stand for the never damaging bilateral relationship and for the collective enhancement of truth and trust among the societies of our two countries.

While addressing the seminar Dr. Madan Mohan Sethi, Consul General of India emphasized that with advanced technology developed by India and food business practices, Indian businessmen may invest in  mineral sector  in Mandalay Region.

Earlier on August 26, the team was accorded warm greetings at Moreh on their journey to Myanmar.

While addressing the Indian traders at Moreh, Sena re-collected his nostalgic visit at the inauguration of the Land Customs Station at Moreh by the then External Affairs Minister, Jaswant Singh on February 13, 2001. He dwelled upon the historical relation between Republic of the Union of Myanmar and the Republic of India. He highlighted on the benefit of India’s ‘Look East Policy’ and the ‘Look West Policy’ of South East Asian nations which gives rise to immense opportunities for developing trade and investment relations, using the North East as a primary focal point. He stressed on the cultural ties between the two friendly neighbouring countries.

Press fraternity questions sincerity of Govt, decides to stage dharna on August 30

ITANAGAR, Aug 28: Taking serious exception to the non arrest of the culprit/s involved in the shooting case of The Arunachal Times, Associate Editor, Tongam Rina, Arunachal Press Club (APC) & Arunachal Pradesh Union of Working Journalist (APUWJ) have decided to stage dharna outside Chief Minister’s official bungalow on August 30 next.

Rina was seriously injured when an unidentified gunman shot at her in front of AT office on July 15 last.

Expressing that 43 days has passed since the incident took place and the police are yet to make any breakthrough, the members questioned the sincerity and integrity of the Capital Police. With the evident inaction of the police, there is serious doubt that the state government is not sincere in solving the case, the members added.

Meanwhile, APC & APUWJ  condemned the Special Investigation Team (SIT) for trying to frame Journalists Raju Mimi and Jiko Linggi in the October 5 Roing Police firing incident and viewed it as serious victimization of media persons.

 

 

Adopt rain water harvesting to solve water scarcity: Tingkhatra

Itanagar, Aug 28: Water Resources  Development  (WRD) Minister Newlai Tingkhatra stressed the need of rain water harvesting to solve the problem of water scarcity in the hilly region of the state.

Attending the WRD’s AOP meeting held at its Vivek Vihar headquarter today, Tingkhatra underscored the need of providing more irrigation facilities to the farmers to boost up agriculture and horticulture products in the state.

“We should give more emphasis on agri-horti sectors and farmers should be encouraged to take up agri-horti activities to achieve food sufficiency,” he said.

Addressing the gathering of engineers, Tingkhatra asked them to implement the various projects transparently and judiciously to avoid enquiry in future. “Corruption is the root cause which hampers the development process of the society”, said the WRD minister adding that he would be like to see his department free from any form of corruption.

Earlier, Tingkhatra launched the official e-portal (website) of the department wrdarunachal.gov.in. This was developed by Pentaware Software.

WRD parliamentary secretary Thinghaap Taiju asked them to implement the various schemes properly for the benefit of the villagers. He also gave stress on ground water project and emphasized on the need for creation of State Ground Water Board.

WRD secretary Gaken Ete asked the SEs to inspect the various projects physically and submit the details of the projects to the chief engineer.

“All the SEs should monitor and review all the projects physically in every 2-3 months and submit the reports to the chief engineer to avoid future controversies”, he suggested. Ete also urged the engineers to maintain work culture while executing any projects and asked them to hand over the completed works to the beneficiaries for proper utilization.

WRD CE L Angu and SW-II DK Padung highlighted the importance of the AOP meeting and launching of the web portal.

Later, the department felicitated its Namsai JE Jogo Jyoti Das, Itanagar surveyor Satyajit Das and Kharsang AE Ashok Kumar Yadav for their outstanding performance in their respective field of work.

 

 

115 Mithuns vaccinated against FMD

ITANAGAR, Aug 28: A total of 115 mithuns and 150 cattle of the area were vaccinated against  Foot and Mouth Disease (FMD) and 23 Mithuns treated for eye disease (corneal opacity) in the two-day Animal Health Awareness cum Mithun Health Camp held at Mani, Chiputa and Midpu village under Doimukh circle on August 25, and 26.

Mithuns of the area had been suffering from serious clinical eye problems of ‘corneal opacity’ during this period which prompted the Kendra to invite the expert scientists and technicians from NRC-M for timely diagnosis and treatment of the ailing Mithuns, said Dr. T. Heli, PC, KVK, Papum-Pare. KVK, Papum-Pare in collaboration with National Research centre – Mithun (NRC-M), Nagaland and Deptt AH & Veterinary organized the programme.

Besides vaccination, routine Mithun health check up were done with blood sample and feacal sample collection for animal disease screening during the programme. All those mithuns with corneal opacity were found to be infested with “Thellezia” (eye worms). The visiting scientist team advised the Mithun owners for vaccination of all the animals prior to onset of the monsoon every year to check further out break of such disease.

The disease prevention and control team comprising Dr. G. Pill, SVO, State Vety Hospital, Naharlagun), Dr. Tilling Tabyo, SMS, KVK, Papum Pare and team of Para Vets from Doimukh and Naharlogun supported the Scientists team from NRC-M (ICAR), Nagaland during the animal health programme.

Dr.Heli  stressed the need for specialized or vocational training of selected Mithun owners by the state Department for controlling and management of diseases in animals. They could be taught ‘how to dress wounds, push injection and perform castration etc,” he said adding that these trained Mithun owners could serve as the ‘keyman’ or ‘Resource person’ in the village as well as for the deptt for adequate animal health coverage in the area.

Yab Bola, Gaon Bura cum Chairman Mithun Club, Ramie-Shei requested the state deptt A H. & Vety to grant for providing Vety Aid Centre (VAC) with adequate medicines and vaccines and requisite manpower for timely prevention and controlling animal diseases, especially in Mithuns.

Essential medicines and mineral mixture under brand name of ‘Mithum in’  were distributed among the mithun owners by Dr. R.K. Singh, Sr. Scientist cum P.C. KVK, Porba, Nagaland.

 

 

 

State level workshop on convergence of NAP

ITANAGAR, Aug 28: A state level interdepartmental workshop on convergence of National Aforestation Programme (NAP) and other schemes for Joint Forest Management Committee (JFMC), MGNREGA, agri-horti schemes and fishery activities began at College of Horticulture & Forestry, Central Agricultural University, Pasighat today.

The workshop was inaugurated by Dr. H N Hazarika, Dean CAU Pasighat who spoke at large on global environment and forest issues.

DFO Yingkiong S. Manyu, nodal officer of the workshop highlighted its background on convergence of NAP and other schemes for JFMC on inaugural session in light of climate change, global warming, drying traditional water sources, degrading forest cover by jhuming, forest fires, flood etc.

East Siang DFDO Marngu Kadu highlighted the various schemes like Housing under National Fishermen Welfare Scheme (NFWS), fish pond construction under Fish Farmer Development Scheme (FFDA), Integrated Fish Culture-Pig cum Fish Culture-Duck cum Fish Culture-Paddy cum Fish Culture and protection of fish farming under RKVY etc.

DHO B Apum while highlighting the various developmental schemes by the dept said, ‘process of Organic Certification for Orange is being undertaken at Rengging and Tekang areas of East Siang which will require 3 years. Pasighat BDO D Tayeng also highlighted about various schemes under MGNREGA, like Rural Connectivity to provide all weather access, Water Conservation and Water Harvesting, Drought Proofing (including aforestation and plantation), Irrigation Channels including micro and minor irrigation works etc.

Pradeep Kr. Wahule, newly posted DFO Territory, who has not yet taken charge, also spoke.

Faculties of College of Horticulture and Forestry, including  Prof. Dr. BR Phukan also spoke on the occasion. Representatives from RCNAEB Shillong also participated in the workshop.

Stop littering state capital burial ground entry point

ITANAGAR, Aug 28: 13th Itanagar (ST) Assembly Youth Congress Committee conducted a social service at state capital burial ground, Nirjuli today. The volunteers temporarily cleared the link road to burial ground.

Expressing resentment over dumping of garbage at the entry point of the burial ground by UD and Housing department, AYCC said that it is difficult to pass through the burial ground gate due to blockade of entry point.

It further said that Chief Minister need to provide fund for maintenance of link road to burial ground and boundary fencing of the ground on priority basis.  It also said that District administration should initiate immediate step on the issues and the authority of UD and Housing department should also direct their staff to stop littering the area.

The social service was participated by AYC members of 64 polling booths of Itanagar assembly constituency.

Meanwhile, Karsingsa Area Development Core Committee in a separate letter to Deputy Commissioner, Itanagar Capital Complex appealed for stopping of dumping of garbage at the entry point of state capital burial ground, Nirjuli.

It alleged that UD and Housing department is using the Rajghat approach road as dumping point which creates problems to commuters.

It appealed to the Deputy Commissioner to initiate necessary step with UD and Housing department to stop the dumping of waste materials at Rajdhani Rajghat road within seven days and find out an appropriate location for dumping of waste materials.

The committee would sit on a protest dharna if their demand is not fulfilled within the stipulated time, it added.

 

 

 

Complete ban on child labour below 14

New Delhi,  Aug 28: Employing a child below 14 years in any kind of occupation will be completely banned and land you in jail with a maximum three years imprisonment or fine upto a maximum of Rs. 50,000 with the Union Cabinet today approving the measure.

Making employment of children below the age of 14 a cognisable offence, the Cabinet at its meeting cleared a proposal to amend the Child Labour (Prohibition and Regulation) Act, 1986 to put a total ban on employment of children below 14 years in any industry--hazardous or non-hazardous.

The amendment cleared at the meeting presided by Prime Minister Manmohan Singh also approved a blanket ban on employing children below 18 years in hazardous industries like mining. At present children under the age of 14 years are prohibited from employment only in hazardous industry.

According to Census 2001, there were 12.6 million economically active children in the age-group of 5-14 years while the National Sample Survey data said the child workforce during 2004-05 was estimated at 9.07 million.

Labour and Employment Ministry officials said the amendments would ensure that all the children are compulsorily admitted in schools as per the mandate Right to Education Act, 2009 instead of being employed at workplaces.

It would also enable India to ratify ILO Convention 138 (minimum age for entry to employment) and Convention 182 (prohibition of employment of persons below 18 years in hazardous occupations).

The officials said maximum punishment for offences under the Act has been increased from one year imprisonment to two year imprisonment and from Rs 20,000 fine to Rs 50,000 fine or both.

For repeated offences, they added, the punishment has been raised to a three-year jail term.

Employment of persons below 18 years will be prohibited in hazardous occupations like in Mines, Explosives and hazardous occupations set forth in the Factories Act, 1948.

The overall responsibility for implementation of the act shall be vested with the district magistrate and the monitoring and inspection is to be done by the labour department in the state concerned.

 

 

Vocational training for school dropouts begins

NAMPHAI, Aug 28: Changlang District Congress Committee President Sethai Sena inaugurated the six- month vocational training for school drop outs from Kanubari, Lazu, Longding, Khonsa, Changlang, Lohit and Miao Sub – Division yesterday in weaving, tailoring, embroidery, knitting, cutting, carpentry and food processing organized by Seva Kendra at Namphai-I. Seva Kendra Arunachal (East) is imparting vocational training to 20 girls in tailoring, embroidery, knitting and cutting; while 15 drop out boys will be trained in carpentry and 15 in food processing to be trained for one month in villages.

Sethai while speaking during the function urged the dropouts to take best advantage of the vocational training by acquiring complete knowhow imparted by resource persons throughout the training period.

Miao Anchal Chairperson Jawkhong Singpho lauded the efforts of Seva Kendra Arunachal (East) in bridging the gap with the common masses through various confidence building and employment oriented programs.

Rev. Bishop George Palliparambil, the architect and founder of Seva Kendra (East) while speaking before the young trainees said no government can guarantee jobs to every unemployed.

“We talk of backwardness but no concrete steps are initiated to overcome. Time has indeed arrived for us to eradicate backwardness instead of hoping for the government to deliver”, the Bishop said while citing example of Korea that was counted amongst poorest countries till 1976 but today the country is ranked top in world economy. the Bishop further said vocational training is much important and necessary than getting degrees. “Not degrees but vocational training can guarantee self employment avenues, he said while appealing the drop outs to get more exposure for their well being and success.(From Pisi Zauing)

 

 

 

Vidyamandir toppers felicitated

ITANAGAR, Aug 28: Altogether eight student toppers of Vidyamandir - an institute of higher learning, were felicitated here today under ARJEE - 2012.

The felicitation programme was graced by State liaison officer Dr. V N Sharma, H Khandu from D. N. Govt College and State Editor, Sokhep Kri besides first Everester of North East Tapi Mra graced the occasion among a large number of students and faculty members from different institutes.

Dr. Sharma while exhorting the students to work harder said that unless they realized their latent talents they would not get recognition from anybody and urged that sincerity and dedication should be a forte for excelling in one's career or profession. While rendering some beautiful quotes, he extolled the young audience at the programme.

He further urged them to strive harder in future so that they attain higher degrees besides medical and engineering certificates.

'Motivation and inspiration needs to be imbibed within one for the overall benefit of mankind,' he pointed.

Tapi Mra exhorted the student toppers to keep up their good work and inculcate hard work in future endeavours so that they could reach the pinnacle of success and urged the parents to extend full support to their wards in the field chosen by them.

Training cum sensitization programme on disaster management

BOMDILA, Aug 28: The monsoon continues to prevail in the district and it is always advisable to be prepared for any eventualities, whether it is man made or natural.

The department of Disaster Management Bomdila has in the last few weeks been making all out efforts to create awareness amongst the people, especially the school going children in the district on earthquakes.

The District Disaster Management Officer Tongchin and Sub-Divisional Disaster Management Officer Dirang Sonam Drema in their extensive tours in the district conducted mock drills in all the schools. The school children were told of the ‘dos and do nots’ in earthquake and were acquainted with the drills to be executed during such periods. The teacher in-charges are to play a vital role during such exigencies, said DDMO Tongchin.

Pamphlets, leaflets were distributed in all the schools and wall paintings on the dos & don’ts on different types of disasters etc was done at Nafra, Thrizino and Bomdila circles in the district.

Another one day training cum sensitization programme on disaster management for all circle level line departments, community based organizations,  volunteers, scouts and guides, NGOs, PRI members and GBs of Kitpi circle was held at the Kitpi Secondary School today.

Attending the programme, Kitpi CO Tenzin Jambey urged all to derive maximum benefit from the training and advised them to pass on the informations and knowledge gained from the training to the general public.

DDMO, Tsering Ngurup said that disasters are unpredictable in nature and can happen anytime and anywhere, so one has to be fully prepared and precautionary measures must be adopted for minimum damage to people and property. Urging the members present to get maximum benefits from the training, he said that lack of knowledge in case of emergency can be more damaging. The very purpose of this training is to give an outline of different types of disasters and the safety measures to be taken.

K B Kayastha, ADO Tawang enlightened the gathering about earthquake and landslides and the precautionary measures that one has to adopt for minimum damage.

Dr Gyaltsen, briefed the members about identifying First aid equipment, Trauma death, Airway-breathing-circulation, Triage and setting up of medical treatment area in case of disasters.

NHPC federation condemns transfer of 183 employees from J-K

Jammu, Aug 28: Workers and employees federation of NHPC today criticised the transfer of 183 Class-IV employees from Jammu and Kashmir to Himachal Pradesh and Arunachal Pradesh and asked the management to cancel the transfer order.

Federation condemns the transfer of 183 Class IV employees from Jammu and Kashmir to Himachal Pradesh and Arunachal Pradesh and urged upon the National Hydroelectric Power Corporation management to cancel the transfer orders, a press release said today.

 The federation also raised the issue with former Congress minister and MLA Inderwal G M Saroori, who assured them to take up the matter with the concerned authorities.

 

Onam greetings

ITANAGAR, Aug 28: Arunachal Pradesh Governor General (Retd) JJ Singh and Chief Minister Nabam Tuki have extended sincere greetings to all the people of Arunachal Pradesh on the auspicious occasion of Onam.

In his message, the Governor hoped that the festival would usher in peace and prosperity in the society and conveyed good wishes to people of Kerala, Tamil Nadu and Karnataka, especially those serving in the state.

In a message this evening, Tuki wished people from Kerala, who are working in Arunachal Pradesh in huge numbers in various capacities, and expressed hope that the festival would bring them closer with the local Arunachalees and spread the message of peace, brotherhood and bonhomie.

On this auspicious occasion of Onam, let me express gratitude to them on behalf of the people of Arunachal Pradesh and join them in joyous celebrations,” Tuki said in the message.  Onam is a harvest festival and is celebrated with joy and enthusiasm. According to a popular legend, the festival is celebrated to welcome King Mahabali, whose spirit is said to visit Kerala at the time of Onam.

Onam is celebrated in the beginning of the month of Chingam, the first month of Malayalam Calendar (Kollavarsham). This corresponds with the month of August-September according to Gregorian Calendar.

 

MLA inaugurates AMDO office

Daporijo, Aug 28:  Local MLA Tapen Siga inaugurated the new office building of the Assistant Mineral Development Officer here today.

Inaugurating the building, Siga wished for steady growth and development of the department whose duty is to explore the mineral potentials of district and safeguarding the available resources from over exploitation.

ADC Gejum Ete hoped that the department would function with a renewed spirit, with the inauguration of the office, as it was one of the few revenue generating departments of the state government.

The office building has been constructed under departmental SPA with an amount of Rs 20 lakh and executed by the RWD department. DIPRO

 

DDSE urged to solve problems

ITANAGAR, Aug 28: A  team of Anjaw District Students’ Union (ADSU) met Anjaw DDSE at his office chamber today and apprised him of the various problems faced by the students of the district due to non-posting of sufficient teachers in various schools,  non-release of  stipend, lack of school infrastructure like desk-bench etc.

The students’ union urged the DDSE to take up the issue with the authorities concerned for improving the education scenario of the district.

The students’ union said that DDSE has assured to take up their demands with the authorities concerned.

Training prog on weed management

ITANAGAR, Aug 28: A one day training programme on weed management in pineapple through mulching technology for farm women was organized at KVK Farm, Balek village by Krishi Vigyan Kendra (KVK), Lower Dibang  Valley  district  today.

Polytherne mulching using black polythene sheet in pineapple garden of KVK was also demonstrated by the resource person of the KVK.

A total of 14 farmers actively participated in the practical oriented programme.

 

Free medical camp

ITANAGAR, Aug 28: Assembly Youth Congress Committee, 15th Sagalee Assembly constituency organized a free medical camp at Leporiang on August 25.

A team of doctors from Arunachal State Hospital and Sagalee CHC MO and Leporiang PHC MO along with the lab technicians offered free treatment to 385 patients during the medical camp.  The patients were also offered free medicines and the left over medicines donated to PHC Leporiang.

 

Road Safety awareness prog

ITANAGAR, Aug 28: Tata Mobile Welfare Association, Naharlagun in collaboration with Traffic Cell, Police Headquarters, Itanagar conducted a one-day  Road Safety Awareness at Naharlagun today.

The Resource persons led by the Inspector K Pait, OC (Traffic cell), Naharlagun Police Station, SI L Dorjee, ASI AU Ansari, Head Constable Sorang, Constable. Md. Sarfuddin, Lady Constable G Gamlin, all from road safety cell, PHQ, Itanagar and driver H Ete provided road safety education which includes road safety rules and traffic rules through PowerPoint presentation. Pamphlets containing informations on traffic rules were distributed among the drivers and other participants.

Tata Mobile Welfare Association, Naharlagun president Debia Teji highlighted the aim and objectives of the programme and urged the drivers and owners of the vehicle to strictly follow the traffic rules while driving.

Over 150 members of the association, especially drivers attended the programme.

 

Scholars from foreign countries likely to participate in Int. conference on Buddhism

Tawang, Aug 28: About 100 scholars/religious heads from 16 different countries are expected to participate in the proposed International Conference on Buddhism here in the first week of November this year, Tawang Deputy Commissioner informed in a review meeting today.

“The upcoming conference is the maiden approach by the District Administration to hold a conference of international standard, so each and every one has to fully dedicate oneself for the preparation of the event,” said the DC  while reviewing the preparations for the proposed Conference.

All the HoDs of the headquarter attended the meeting.

It is to be mentioned here that the DC Tawang has been constantly monitoring and reviewing the preparations for the said conference. He has shown keen interest for the upcoming conference as this will provide opportunity to showcase the rich tourism potential of the district. DIPRO

 

Resentment over absenteeism

ITANAGAR, Aug 28: All Papum Pare District Students’ Union (APPDSU) in a letter addressed to the  Principal Chief Conservator of forest claimed that the present divisional forest officer, Sagalee Forest Division remains absent  and he is not attending his duty at posting place.  The people of Sagalee area have been facing various administrative problems due to non-availability of DFO at his posting place, the union said and urged the higher authorities to  transfer the present officer and post a new punctual and dutiful DFO in Sagalee.

 

Workshop  on rights of girls child

ITANAGAR, Aug 28: Arunachal Pradesh State Social Welfare Board (APSSWB) is going to organize a one-day workshop on Rights of Girls Child and Future Implication of imbalanced sex ratio and orientation training programme of aided and unaided voluntary organizations at Naharlagun on August 30 and 31 respectively.

Resource persons from  various Govt agencies including AP State Commission for Women, APSSWB   will  deliver lectures and present papers on various topics on the occasion.

 

Land donated for school

ITANAGAR, Aug 28: One Tami Tala of Lukbia village under Pip-Sorang circle in Kurung Kumey district has donated a plot of land for Govt Middle School, Hania at Lukbia village recently. The people of Hania Banggo, panchayat leaders and school management committee showered praises on Tala for his generous gesture for educational development in his area.

Meanwhile, a social service was organized at the donated land.  Speaking on the occasion, the school management secretary Tami Tagong sought cooperation of the  people and appealed them to protect newly donated school land.

 

Students demand posting of teachers

ITANAGAR, Aug 28: A team of Daporijo Govt Higher Secondary School students led by APCC general secretary Tachu Hina, Siyum  ZPM Mamar  Ekke called on  Education Minister Bosiram  Siram, Power (elect) & RD Minister Tanga Byaling and RD parliamentary secretary Punji Mara here on August 25  and submitted  a memorandum demanding immediate posting of  teachers including senior Economics teachers in the school.  The delegation also appealed to the state Govt for development of  school infrastructure. The team further highlighted the problems of various higher  secondary and secondary schools of Upper Subansiri district and  demanded posting of teachers/headmasters.

While responding to the  memorandum the minister concerned assured for early posting of subject teachers/headmasters and construction of class-room on priority basis,  a press release said.

 

Lower Subansiri KVK  popularizing  sunflower cultivation

ITANAGAR, Aug 28: Krishi Vigyan Kendra (KVK), Lower Subansiri  conducted  Field day cum interaction programme on sunflower cultivation  at Siiro village, Hapoli yesterday.

The programme aimed at popularizing sunflower cultivation and motivating the farmers to go for oilseed crops in the district.

Oil seed production in the district is found to be very minimal as per agriculture data available and that is why the KVK has taken initiative by conducting multi-locational trials so as to ascertains its productivity and production in the district, a KVK release said.

Subjeect matter specialists of the KVK highlighted the cultivation technology and also explained the importance and scope of oilseed production. They encouraged the farmers to take up oilseed crops on  a large scale. The medicinal properties and value addition of sunflower were also informed to the participating farmers.

Altogether 27 farmers from Siiro Womens’ Farmers Club, Hong Farmers Club and Apatani Farmers Club participated  in the programme.

 

 APTET website launched

ITANAGAR, Aug 28: Commissioner cum Secretary Education Gonesh Koyu inaugurated the official web site of Arunachal Pradesh Teacher Eligibility Test (TET) ‘www.tetarunachal. com’ in presence of MLA Laeta Umrey and hosts of officers and officials of Directorate of School Education and SSA Rajya Mission in his office chamber here today.

In his inaugural address, Koyu expressed satisfaction on the state’s preparedness for APTET and hoped this web site would provide easy access to informations to all the aspiring candidates.  The efforts of DK Chaturvedi, OSD (Education) in preparing draft proposal for APTET gazette notification, detailed guideline of APTET 2012 and developing other relevant formats in consultation with other states was appreciated by him.

MLA Umrey also appreciated the decision of the education department for conducting TET to fulfill the RTE mandate and hoped that conduction of TET would certainly help in quality recruitment of teachers. Further, the website would help in maintaining the transparency in the process of conducting TET and speedy delivery of informations to the applicants, he added.

The website  contains entire system/informations regarding conduct of APTET for the first time in the state through Directorate of Elementary Education, said State Project Director PN Thungon.

No visible steps to rein in forced labour

Nearly 21 million people are victims of forced labour across the world, trapped in jobs which they were coerced or deceived into and which they cannot leave, according to the ILO’s new global estimate.

The Asia-Pacific region accounts for the largest number of forced labourers in the world  – 11.7 million (56 per cent) of the global total, followed by Africa at 3.7 million (18 per cent) and Latin America with 1.8 million victims (9 per cent).

Three out of every 1,000 people worldwide are in forced labour today. 18.7 million (90 %) are exploited in the private economy, by individuals or enterprises. Of these, 4.5 million (22 per cent) are victims of forced sexual exploitation and 14.2 million (68 per cent) are victims of forced labour exploitation in economic activities, such as agriculture, construction, domestic work or manufacturing.

2.2 million (10%) are in state-imposed forms of forced labour, for example in prisons, or in work imposed by the state military or by rebel armed forces. 5.5 million (26 %) are below 18 years.

The number of victims per thousand inhabitants is highest in the central and south-eastern Europe and Africa regions at 4.2 and 4.0 per 1,000 inhabitants respectively.

The successful prosecution of individuals who bring such misery to so many remains inadequate – this needs to change. We must also ensure that the numbers of victims does not rise where people are increasingly vulnerable to these heinous practices.

International law stipulates that exacting forced labour is a crime, and should be punishable through penalties which reflect the gravity of the offence.
