ITANAGAR, Aug 28: Taking serious exception to the non arrest of the culprit/s involved in the shooting case of The Arunachal Times, Associate Editor, Tongam Rina, Arunachal Press Club (APC) & Arunachal Pradesh Union of Working Journalist (APUWJ) have decided to stage dharna outside Chief Minister’s official bungalow on August 30 next.
Rina was seriously injured when an unidentified gunman shot at her in front of AT office on July 15 last.
Expressing that 43 days has passed since the incident took place and the police are yet to make any breakthrough, the members questioned the sincerity and integrity of the Capital Police. With the evident inaction of the police, there is serious doubt that the state government is not sincere in solving the case, the members added.

115 Mithuns vaccinated against FMD
ITANAGAR, Aug 28: A total of 115 mithuns and 150 cattle of the area were vaccinated
against Foot and Mouth Disease (FMD) and 23 Mithuns treated for eye disease (corneal
opacity) in the two-

opacity’ during this period which prompted the Kendra to invite the expert scientists
and technicians from NRC-
Besides vaccination, routine Mithun health check up were done with blood sample and feacal sample collection for animal disease screening during the programme. All those mithuns with corneal opacity were found to be infested with “Thellezia” (eye worms). The visiting scientist team advised the Mithun owners for vaccination of all the animals prior to onset of the monsoon every year to check further out break of such disease.

Stop littering state capital burial ground entry point
ITANAGAR, Aug 28: 13th Itanagar (ST) Assembly Youth Congress Committee conducted a social service at state capital burial ground, Nirjuli today. The volunteers temporarily cleared the link road to burial ground.
Expressing resentment over dumping of garbage at the entry point of the burial ground by UD and Housing department, AYCC said that it is difficult to pass through the burial ground gate due to blockade of entry point.
It further said that Chief Minister need to provide fund for maintenance of link road to burial ground and boundary fencing of the ground on priority basis. It also said that District administration should initiate immediate step on the issues and the authority of UD and Housing department should also direct their staff to stop littering the area.
The social service was participated by AYC members of 64 polling booths of Itanagar assembly constituency.
Meanwhile, Karsingsa Area Development Core Committee in a separate letter to Deputy Commissioner, Itanagar Capital Complex appealed for stopping of dumping of garbage at the entry point of state capital burial ground, Nirjuli.
It alleged that UD and Housing department is using the Rajghat approach road as dumping point which creates problems to commuters.
It appealed to the Deputy Commissioner to initiate necessary step with UD and Housing department to stop the dumping of waste materials at Rajdhani Rajghat road within seven days and find out an appropriate location for dumping of waste materials.
The committee would sit on a protest dharna if their demand is not fulfilled within the stipulated time, it added.
Complete ban on child labour below 14
New Delhi, Aug 28: Employing a child below 14 years in any kind of occupation will be completely banned and land you in jail with a maximum three years imprisonment or fine upto a maximum of Rs. 50,000 with the Union Cabinet today approving the measure.
Making employment of children below the age of 14 a cognisable offence, the Cabinet
at its meeting cleared a proposal to amend the Child Labour (Prohibition and Regulation)
Act, 1986 to put a total ban on employment of children below 14 years in any industry-
The amendment cleared at the meeting presided by Prime Minister Manmohan Singh also approved a blanket ban on employing children below 18 years in hazardous industries like mining. At present children under the age of 14 years are prohibited from employment only in hazardous industry.
According to Census 2001, there were 12.6 million economically active children in

Labour and Employment Ministry officials said the amendments would ensure that all the children are compulsorily admitted in schools as per the mandate Right to Education Act, 2009 instead of being employed at workplaces.
It would also enable India to ratify ILO Convention 138 (minimum age for entry to employment) and Convention 182 (prohibition of employment of persons below 18 years in hazardous occupations).
The officials said maximum punishment for offences under the Act has been increased from one year imprisonment to two year imprisonment and from Rs 20,000 fine to Rs 50,000 fine or both.
For repeated offences, they added, the punishment has been raised to a three-

The overall responsibility for implementation of the act shall be vested with the district magistrate and the monitoring and inspection is to be done by the labour department in the state concerned.

No visible steps to rein in forced labour
Nearly 21 million people are victims of forced labour across the world, trapped in jobs which they were coerced or deceived into and which they cannot leave, according to the ILO’s new global estimate.
The Asia-
Three out of every 1,000 people worldwide are in forced labour today. 18.7 million (90 %) are exploited in the private economy, by individuals or enterprises. Of these, 4.5 million (22 per cent) are victims of forced sexual exploitation and 14.2 million (68 per cent) are victims of forced labour exploitation in economic activities, such as agriculture, construction, domestic work or manufacturing.

The successful prosecution of individuals who bring such misery to so many remains inadequate – this needs to change. We must also ensure that the numbers of victims does not rise where people are increasingly vulnerable to these heinous practices.
International law stipulates that exacting forced labour is a crime, and should be punishable through penalties which reflect the gravity of the offence.
